To perform a +restore-backup of an online Virtuoso backup on Windows systems where Virtuoso is registered as a Windows service, the +foreground option must also be used, to prevent Virtuoso from attempting to start the Windows service, which would cause the +restore-backup to fail.
The command should thus be of the form:
virtuoso-t.exe +foreground +restore-backup <FILE_PREFIX>
